Job: Consultant – Capacity Building of NCFRMI and FMHDSD at the International Organization for Migration – IOM

Objective

  • Working under the direct supervision of the National Program Officer (MM), IOM Abuja and in close coordination with FMHDSD and NCFRMI, the successful candidate will be expected to facilitate capacity building workshops for FMHDSD management and national policy staff NCFRMI Migration Committee and stakeholders from five high-performing states on national migration policy, margin governance framework and relevant national, regional and global instruments.

The context

  • Migration in Nigeria is triggered by a combination of multi-faceted factors such as insecurity, food and nutrition crises, demographic pressure in addition to more traditional seasonal and socio-economic factors. In December 2016, to address some of these challenges and address the needs of vulnerable and stranded migrants, the EU and IOM developed the EU-IOM Joint Initiative for Migrant Protection and Reintegration.
  • To ensure better management of migration in the country, Nigeria adopted a National Migration Policy (NMP) in 2015.
  • NPM recognizes return, readmission and reintegration (RRR) as a fundamental component of migration management.
  • Thus, one of the five (5) thematic groups on migration created by the PNM is the thematic group on forced migration, return, readmission and reintegration (FMRRR). In line with its institutional mandate and the NIP, the National Commission for Refugees, Migrants and Displaced Persons (NCFRMI) coordinates the thematic group on RMFRR. The NPM also urges the creation of standards, procedures and modalities for the conduct of RRR in Nigeria.
  • With this in mind and with the operational and technical support provided as part of the implementation of the EU/IOM OMC, the SOP on RRR was revised and validated by stakeholders on 2 October 2019.
  • The SOP aims to address the gaps identified in the implementation of the first SOP, by introducing fundamental innovations in the conduct of RRR in Nigeria. These improvements include: integration of Civil Society Organizations (CSOs) and more MDAs with roles in the RRR process.
  • The SOP has also identified and clarified key terminologies, incorporated data protection principles and underlying principles guiding the entire process, as well as given detailed details and timelines for activities covering all phases of the RRR process. , ranging from pre-departure, transport/transit, arrival and reintegration assistance. as well as monitoring and evaluation.
  • In addition, the SOP included adequate provisions for reintegration assistance for all returnees and tailored assistance for migrants with specific needs.
  • The consultancy is implemented within the framework of the program of special measures. The Special Measures Program is a continuation of the EU-IOM Joint Initiative for Migrant Protection and Reintegration and as such builds on and complements existing local, national and regional partnerships.
  • The program, including interventions on protection, return, reintegration and awareness-raising activities, is implemented in close collaboration with government authorities at national and local levels.
  • In this regard, the need to build the capacity of MDAs with a mandate to provide services to returning migrants has been identified as a major priority for the country with the aim of ensuring the operationalization of the SOP on RRR.
  • To this end, the consultancy firm will provide technical assistance to MDAs at federal and state levels with the aim of enhancing their knowledge of national migration policy provisions, migration governance framework and national, regional and national frameworks. relevant global ones.
  • The overall objective of the consultation is to enhance coordination, collaboration and complementarity for an effective and sustainable RRR regime and effective overall governance of migration in Nigeria.

Main functions / Responsibilities

  • Develop a training manual/guide on migration policy, migration governance framework and relevant national, regional and global instruments.
  • Develop pre- and post-training evaluation guidelines and preparatory materials for trainings (agenda, concept notes).
  • Facilitate a 3-day high-level sensitization workshop for the management of FMHDSD.
  • Facilitate a 6-day training workshop for NCFRMI HQ staff on migration policy and governance framework.
  • Co-facilitate 5-day training workshops for state actors in 5 high-performing states on policy, migration governance framework and relevant national, regional and global instruments.
  • Produce a final report that meets IOM standards, capturing key discussions, findings, recommendations and covering the high-level sensitization workshop for FMHDSD management, training workshop for NCFRMI staff on operationalization of the SoP on RRR and the 5 state-level trainings.
  • Perform any other duties that may be assigned.

Performance indicators for the evaluation of results

  • Timely execution of assigned responsibility
  • 20% of consulting fees will be paid after approval of the inception report, concept note and task agenda.
  • 40% of the consultancy will be paid after facilitating the 3-day high-level sensitization workshop for FMHDSD management to build their capacity as line ministry on SoP and RRR process; 6-day training workshop for NCFRMI HQ staff on migration policy/governance framework, operationalization of the SoP on RRR, including developing a strategy for the implementation of the SoP at the level of State as well as coordination with the RRR working group; and training workshops for state actors in 5 high-performing states on migration policy and governance framework.
  • 40% of consulting fees will be paid after approval of final reports and submission of all relevant documents.
  • The report should indicate the status of coordination with the RRR Working Group and the approved State-specific strategic plan to implement the SoP.

Tangible and measurable result of the work mission

  • First deliverable – Detailed work plan and inception report including training preparatory documents (agenda, concept notes) and training manual/guide on national migration policy, migration governance framework and national instruments, relevant regional and global.
  • Second deliverable – Facilitate a 3-day high-level sensitization workshop for FMHDSD management to build their capacity as line ministry. Facilitate a 6-day training workshop for NCFRMI HQ staff on migration policy and governance. Co-facilitate training sessions for state actors in 5 high return states focusing on national migration policy, migration governance framework and relevant national, regional and global instruments.
  • Third deliverable – Submission of final report that meets IOM standards, capturing key discussions, findings, recommendations and covering:
    • The high level sensitization workshop for the Management of the FMHDSD.
    • The NCFRMI staff training workshop on migration policy and governance.
    • State level workshops
    • Performance indicators.

Qualifications and experience required
Education:

  • Advanced university degree from an accredited academic institution preferably in social sciences, law, public administration and sociology, with a specialization in migration and related issues with 5 years of experience (seven years for candidates holding a university degree only first level) in the area of ​​migration.

Live:

  • Good experience working with the Government of Nigeria and international organizations is preferred.
  • Fluent spoken and written English. Ability to speak and write in one or more Nigerian languages ​​will be an advantage.
  • Good conversational and listening skills.
  • Proven experience in facilitating meetings and workshops.
  • Familiarity with local and international migration issues
  • Ability to train, write and produce narrative and financial reports.
  • Proven ability to meet deadlines.
  • Excellent Microsoft Word skills and ability to take notes/drafts and produce high quality written reports.
  • Self-motivated, committed, responsible and able to work independently with limited direct supervision.

  • Proven training experience for government in an intelligence environment.
